Time Lapse Mencoder Problem

Hi Folks,

Have been using mencoder to create the timelapse videos that are sent to youtube. Today no video was uploaded. Found out mencoder locked up with a buffer underflow error. Had to add an option to set the muxrate to some fool proof value to fix this. Funny thing it was working fine for over 200 timelapse videos with no problems.

Add a weather station summary and weather station comparison quailty check menu items under the "Weather Quailty Reports" Menu.

Added Forum Rules and Help

Today I added a simple forum rules section and a help section. Rules are simple and clear cut as I don't have time to police the forum other to say your are a member or your not due to some violation of the rules. May modify the rules if needed at a later date.
